Separate from the OCCCP, the Oregon Coast Workgroup of the Oregon and Northern California Coasts Technical Recovery Team (TRT) developed a formal decision support framework for assessing the biological status of the OC Coho ESU with respect to listing under the federal Endangered Species Act (ESA; Wainwright et al. 2008).1 This framework, the Oregon Coast Coho Decision Support System (DSS), integrates numerous metrics from multiple monitoring projects and data analyses into a logical basis for decisions regarding the biological status of the OC Coho ESU. Many West Coast salmon and steelhead (Oncorhynchus sp.) stocks have declined substantially from their historic numbers and now are at a fraction of their historical abundance. There are several factors that contribute to these declines, including: overfishing, loss of freshwater and estuarine habitat, hydropower development, poor ocean conditions, and hatchery practices. These factors collectively led to the National Marine Fisheries Service’s (NMFS) listing of 28 salmon and steelhead stocks in California, Idaho, Oregon, and Washington under the Federal Endangered Species Act (ESA). This document introduces the viable salmonid population (VSP) concept, identifies VSP attributes, and provides guidance for determining the conservation status of populations and larger-scale groupings of Pacific salmonids. The concepts outlined here are intended to serve as the basis for a general approach to performing salmonid conservation assessments. As a specific application, the VSP approach is intended help in the establishment of Endangered Species Act (ESA) delisting goals.
